The "Report" also shows that most users deal with the elimination of mobile phones is idle or give away, and less than 10% of users will choose to sell.

Why does this happen? One reason is that the recycling price of mobile phones is too low. According to Mr. Zhang’s introduction, he himself had also travelled to Beijing’s Zhongguancun and other electronics markets. What he didn’t expect was that the recovery price of an Apple 5 with a price of nearly RMB 5,000 was only RMB 150.

In addition, with the relatively fast idleness of second-hand mobile phones, there are few effective ways to recycle old and used mobile phones. When reporters visited places such as Zhongguancun and other e-shops, they found that the ubiquitous "mobile phone recycling" sign has been rare. "Now the mobile phone recycling market is shrinking." One store operator said that even if it is engaged in mobile phone recycling, it is mostly "sporadic" spoilers.

At the same time, the reporter also dialed a number of mobile phone brands of customer service phone, except for a few brands, most mobile phone brands have said that there is no waste mobile phone recycling business.

What's more, most citizens are worried about selling their mobile phones and their privacy will be leaked. “Mobile phones are safer at home. If they are sold, phone numbers and photos in mobile phones fall into the hands of criminals, then the loss will be large.” Mr. Zhang said that the mobile phone has become a “small secretary” of private information, in addition to file information. There are various accounts in the mobile phone. If the information is leaked, the consequences will be disastrous.

Establish an old mobile phone processing system as soon as possible

When consumers suffer from not knowing what to do with their old mobile phones, some e-commerce companies have turned their attention to the recycling of used mobile phones. Among them, there are both full-class second-hand markets such as 58 cities and free fish, and consumer digital vertical second-hand platforms such as second-hand good products, and some sites such as Love Recycling Network have chosen to cooperate with Jingdong to replace them with old ones.

However, for consumers, although this is a good thing, it also has the drawback that it is difficult for the platform's credit to be linked to the merchant's credit, and it also lacks transaction protection.

And people in the industry believe that the government can not be absent in the handling of old mobile phones and the specification of the second-hand mobile phone market. At the two sessions this year, Zhu Haiyan, deputy to the National People's Congress and head of the Anhui Children's Art Troupe, suggested that an "old cell phone" processing system should be established as soon as possible.

Zhu Haiyan said: “E-waste collected by regular companies is generally limited to the scope of 'four machines and one brain', but the real electronic waste is far more than these five kinds, but also includes various mobile phones and other electronic products.”

It is understood that China has formally implemented the “Regulations on the Management of Waste Electrical and Electronic Product Recycling” from 2011 onwards. The scope of implementation covers refrigerators, televisions, air conditioners, washing machines, computers, etc., but mobile phones are not yet listed, and recycling of used mobile phones is still in progress. Not effectively regulated.

In addition, despite the current state's requirement to register mobile phones for recycling in the flea market, this provision is virtually useless in the actual implementation process. Therefore, legal experts suggest that relevant departments should unite and strengthen supervision to allow consumers more guidance and help.

Some people think that, in contrast, more effective than policy is the sense of social responsibility of leading companies. Specific to the old mobile phone problem, it is recommended that leading enterprises should not only pay attention to shipments, but also rely on the law to establish "recycling capacity." For example, it may be required by legislation to require Apple, Samsung, etc. to complete certain acquisitions of old mobile phones before they can obtain corresponding sales rights.

It is understood that many countries and regions now require high-tech companies to formulate specific recycling plans or legal production procedures for manufactured products so that they can be recycled, restored, or disposed of at the end of the product life cycle rather than being Dispose directly.

For example, the Consumer Electronics Association (CEA) of the United States has dominated a major industry initiative called the "Consumer Electronics Recovery Leading Program." This program was jointly launched by CEA and dozens of leading industry players in April 2011. It was also supported by numerous retailers, recyclers, non-governmental organizations, and governments at all levels. The goal of the program is to have an annual Recover 1 billion pounds of electronic products.
