The bidding project of the Dazhen Irrigation District Changzheng area project has been approved by the Jilin Provincial Department of Water Resources with the document Jilin Water Technology [2016] No. 709. The construction fund is from the central and local supporting funds, and the bidder is the Changzheng Area Project Construction Management Office of Daan Irrigation District. The project has already met the conditions for tendering, and the project is now undergoing public tendering for the survey, design, procurement and construction of the EPC general contractor.
2.1 Project location: Xinan Town is located in the southeast of Da’an City. Changzheng Village is located in the east of Xin’an Town.
2.2 Project Scale: The development area is 1.26 million mu
2.3 Duration: 12 months from the effective date of the contract
2.4 Work content: land consolidation project, irrigation and drainage system project, field road project
2.5 Bidding Mode: Design (Construction Drawing Stage), Purchase and Construction EPC General Contracting
3.1 The bid invitation requires the bidder to have the design qualification of Class C and above in the water conservancy industry. The qualification of the construction unit bidding using the consortium shall not be lower than the third-grade (including Class 3) of the general contracting of the water conservancy and hydropower project construction. Similar performance has been achieved in the past five years. And in the personnel, equipment, funds and other aspects of the corresponding design, procurement and construction capabilities.
3.2 This tender accepts consortium bids. The bid for the consortium shall meet the following requirements:
(1) Each party to the consortium shall sign a consortium agreement in the format provided in the bidding documents, specify the Consortium leader, and clearly define the rights and obligations of the leader in the bidding process;
(2) All parties to the Consortium shall not bid alone or participate in other consortia in this project.
