Interim Measures for the Promotion of Financial Subsidy Management for Efficient Lighting Promotion
30% of each high-efficiency lighting product for large users
The Office of the Leading Group for Energy Conservation and Emission Reduction of the State Council recently revealed that the Ministry of Finance and the National Development and Reform Commission jointly issued the Interim Measures for the Administration of Financial Subsidy Funds for Efficient Lighting Products Promotion. The measures stipulate that the urban and rural residents will use each of the high-efficiency lighting products, and the central government will subsidize 50% of the supply price of the winning bid, and the central government will give 30% subsidy for each high-efficiency lighting product of the large users.
According to the Development and Reform Commission, the financial subsidies focus on supporting efficient lighting products to replace incandescent lamps and other inefficient lighting products in use. The financial subsidies focus on high-efficiency lighting products, mainly self-ballasted fluorescent lamps for common lighting (commonly known as energy-saving lamps), three-color double-ended straight tube fluorescent lamps (T8, T5 type), and metal halide lamps, high-pressure sodium lamps and other electric light source products, semiconductors ( LED) lighting products, as well as the necessary matching ballasts.
The state adopts indirect subsidy for promotion, that is, unified bidding to determine the high-efficiency lighting product promotion enterprises and the agreed supply price, and the financial subsidy funds are replenished to the winning bidder, and then the bid-winning enterprise sells the price after the bidding agreement minus the financial subsidy fund. End users, the ultimate beneficiaries are large users and urban and rural residents. The "Measures" stipulate that for each high-efficiency lighting product of the large-scale users, the central government will subsidize 30% of the supply price of the winning bid agreement; for each efficient lighting product of urban and rural residents, the central government will subsidize 50% of the supply price of the winning bid. The high-efficiency lighting products provided by the winning bidders must ensure that the quality meets the energy-saving evaluation value of the national energy efficiency standards of lighting products, and have a perfect after-sales service system. The words “government subsidies and green lighting projects†are printed on the outer packaging and the body.
The National Development and Reform Commission and the Ministry of Finance will issue financial subsidies for high-efficiency lighting products in batches. The provincial energy-saving authorities will work with the financial departments to formulate specific implementation plans, organize the winning enterprises to implement the promotion tasks, and ensure the realization of the financial subsidies during the 11th Five-Year Plan period. The way to promote 150 million high-efficiency lighting products can save 29 billion kWh of electricity and reduce carbon dioxide emissions by 29 million tons.
