US-Taiwan Chamber of Commerce urges next president to change mainland semiconductor policy
The US-Taiwan Chamber of Commerce made this appeal in the latest "Semiconductor Annual Report: 2007". In a statement today, the Chamber of Commerce pointed out that Taiwan's global technology supply chain is still the primary partner of choice, developing new technologies and opening up to China more, indicating the new growth stage of Taiwan's chip companies, while enhancing Taiwan's economy and national security.
The Chamber of Commerce said that although the 18-inch wafer technology is still in the development stage, its layout will ensure a competitive advantage. On the other hand, the Chamber of Commerce recommended that Taiwan follow the example of a simplified export control system in the United States, allowing Taiwanese companies to invest in China at the same level of technology as US and European companies, including 12-inch wafer fabs.
The Chamber of Commerce also believes that Taiwan should allow wafer manufacturers to move their eight-inch wafer fabs to China as much as possible. Taiwan will maintain its "shi shield" by maintaining the most advanced technology on the island; and moving older factories to China will make these companies economically viable.
The "矽 shield" theory widely used by the electronics industry means that Taiwan's semiconductor industry is very important to the United States and Japan. When they let China attack Taiwan, they will interfere with their own interests in order to avoid the loss of global computer manufacturers.
The US-Taiwan Chamber of Commerce also pointed out that these changes will allow Taiwan to have new growth during important periods, and will also have additional benefits for the US-Taiwanese security cooperation of adding key "dual-use" technologies.
President Han Rubo said in a statement that US technology companies have long-term and win-win relationships with their Taiwanese partners. The Taiwan government's shift in attitudes toward technology investment in China should provide more opportunities for US companies, including those that provide infrastructure, and those that seek greater cost savings by increasing efficiency in the supply chain.
He also believes that when the business model changes and the company seeks to significantly reduce costs, the increase in private equity investment in the wafer industry is beneficial to Taiwan.
