X. The method for determining the official bidder:
1. If the number of bid applicants who meet the eligibility criteria for qualification examination is more than 5 and less than or equal to 12, all bidders who meet the eligibility requirements for qualification examination shall be the official bidders.
2. When more than 12 bid applicants meet the eligibility criteria for qualification examination, 12 randomly selected will become the official bidders.
3. If the number of bidders who meet the eligibility criteria for qualification examination is less than 5, the bidding will fail.
