Experts pointed out that on the reform issue, China is a crisis-driven society and there is no progress without a crisis. Although the power industry has its own physical characteristics, and the distribution network relied on a natural monopoly power transmission network, the transmission, supply and use of electricity can be instantaneously completed and cannot be stored. However, in the context of a crisis-driven society, its reform cannot be isolated from crisis-driven power. understanding.

But the problem is that the crisis itself will have a negative impact. As the basic industry related to the national economy and people's livelihood, the power industry has even greater impact on the crisis forces that can be the driving force of its reform. It is self-evident to think about the impact of the lack of electricity during the country's unified power management period and the vertical integration of electricity to manage the losses of the later independent power generation companies.

After the “separation of factories and networks”, people’s expectations for further advancement of power reform are very strong. In fact, the state has also expressed such a desire. The “Implementation Opinions on Deepening the Reform of the Electric Power System in the 11th Five-Year Plan” (Guobanfa [2007] No. 19) should be the clearest expression of this aspiration.

However, in the end, the power reforms have not been able to make strides in the deep-water areas, and have disappointed people who are looking for reforms.

Although the achievements of the power industry since the new round of power system reform are remarkable, it is even more worrying that the current pace of reforms is stagnant and many contradictions and problems are difficult to solve.

Therefore, is it because the crisis is not enough to push the reform forward? At present, the electric power industry is faced with widespread business difficulties, large losses, high debt ratios, prominent coal-electricity contradictions, and the fact that the crisis is already in full swing. It is not enough to become a sufficient condition for further reforms. Then, what kind of crisis should wait until the decision is made to truly deepen the reform?

An industry source suggested that the long-term consequences of the power industry should be systematically analyzed. This provides a useful reference for solving problems and gives us a good inspiration.

Why must we wait until the crisis really occurs before rushing to reform, rather than foreseeing that the crisis will be reformed in advance? Why must we try to rescue the train after it derails, instead of preparing to derail it?

At present, the scale of the power industry is expanding. As high-speed trains on the road, accidents have not been allowed because the “cost” is very high. The crisis-driven reform model must be changed. Do a good job of reform ahead of schedule. Don't let the crisis grow like a snowball.

However, if we do not change the crisis-driven reform model and there is no determination from a higher level, I am afraid that everything will be difficult to break through.
