According to the "Notice of the Ministry of Finance and the National Development and Reform Commission on Printing and Distributing the Interim Measures for the Administration of Financial Subsidy Funds for the Promotion of Efficient Lighting Products" (Cai Jian [2007] No. 1027), the central government set up special funds to support the promotion and use of high-efficiency lighting products. In order to do a good job in the promotion of high-efficiency lighting products in 2009, the relevant matters are hereby notified as follows:
First, the significance of promoting green lighting
Promoting energy-efficient and efficient lighting products is an important measure to implement the scientific development concept and achieve the energy conservation and emission reduction targets of the 11th Five-Year Plan. All departments should conscientiously implement the requirements of the notice, focus on high efficiency, power saving and environmental protection, vigorously promote high-efficiency lighting products, and effectively improve the lighting quality of Fuxin City and improve comprehensive benefits.
2. Subsidy methods and standards
The subsidy funds are indirectly subsidized, that is, the financial subsidies are given to the winning bidders, and then the winning bidders are sold to the end users at the price of the bidding agreement minus the financial subsidy funds. The ultimate beneficiaries are bulk users and urban and rural residents.
The subsidy standard is: for each high-efficiency lighting product of large users, the central government will subsidize 30% of the supply price of the winning bid agreement; for each high-efficiency lighting product of urban and rural residents, the central government will subsidize 50% of the supply price of the bid-winning agreement.
