In order to standardize the power supply market behavior and supply and use order, strengthen the supervision of power supply costs, and safeguard the legitimate rights and interests of the majority of power consumers and other market entities, the Electricity Regulatory Commission released the "2011 Power Supply Supervision Report" in Beijing on October 20. From April to June this year, SERC and dispatched agencies selected some power supply companies across the country to carry out on-site inspections. The “Report” issued this time was based on the inspection and daily power supply supervision.

Tan Rongzhen introduced that this year's power supply inspection has selected 3,951 power supply companies, 91 prefecture (municipal) power supply companies, and 89 county power supply companies among the 2 951 power supply companies that have obtained power business licenses (power supply) across the country. A total of 215 power companies were inspected, accounting for 6.78% of the total. In this inspection, a total of 492 cases of various problems were discovered, involving 186 power supply companies, accounting for 86.51% of the total number of power supply enterprises examined. Compared with previous years, the number of detected problems remained high, and some problems were still very serious. The main reason is that the supervision has increased, the quality of the supervision team has gradually improved, and the enthusiasm of users for supporting and participating in supervision has increased. Judging from the problems found in inspections, the overall power supply level of the power supply companies of the State Grid Corporation of China and the China Southern Power Grid Corporation is generally higher than that of local power supply enterprises. Compared with the "Report" of previous years, the regulatory content disclosed in this year's "Report" has been further expanded. A total of 142 cases have been disclosed, which is three times that of previous years. At the same time, the "reports" reflect more stringent regulatory measures. For the power supply companies that have seriously violated the provisions of the "Regulations on the Supply of Electricity," and there are more serious problems, the "Report" puts forward clear treatment opinions.

The “Report” pointed out that since 2011, most power supply companies have attached importance to the development, construction and transformation of power grids, gradually increased their power supply capacity, and basically met the demand for electricity; the quality of power supply has been steadily increasing, basically meeting the requirements of the “Regulations on the Supply of Electricity;” and the level of power supply services has been further improved. Upgrade; The behavior of the power supply market is gradually standardized, and the implementation of the power supply cost rules is basically in compliance with relevant state regulations.

The "Report" disclosed that through inspections, it was found that some power supply companies still had some problems, and some of them also seriously violated the legitimate rights and interests of power consumers and social public interests. First, the investment in the distribution network in some areas is insufficient, and the power supply capacity is insufficient, which can not meet the needs of economic and social development and people's living needs. Mainly manifested in the "Eleventh Five-Year" period of investment in the distribution network is inadequate, planning is irrational, construction is blocked, can not meet the economic and social development and people's living needs of electricity; part of the regional power grid structure is irrational, the power distribution radius of the distribution line is large, the power grid is blocked The phenomenon is prominent; rural power grid facilities are outdated and it is difficult to adapt to the requirements of new rural construction. Second, the issue of power supply quality is still more prominent. The main performance is that some of the power supply companies fail to implement the power supply reliability management in accordance with the requirements of the "Power Reliability Supervision and Management Measures", and there are fundamental data errors, misoperations, missed recordings and other phenomena, and some even falsehoods, false reports, Reported power outages; insufficient number of voltage monitoring points, unreasonable settings, low voltages of some users, and some power supply companies even have falsified statistics on power supply reliability and voltage qualification rates. Fourth, the openness of the power supply market is relatively low, and the problem of setting market barriers or service barriers still exists. This is mainly manifested in the fact that some power supply companies violate the principle of market fair competition, set market barriers or service barriers, and still have mixed business operations with related companies; they violate the relevant provisions of the State power administrative license; they have not strictly implemented the national electricity price policies and charging policies; The contract was not regulated; information was not submitted in accordance with the requirements of the power regulatory agency, and the disclosure of the power supply information was not standardized, inaccurate, and incomplete. For example, the Gaotai County Electric Power Bureau in Zhangye, Gansu, directly accepts the construction of the electricity-receiving project after accepting applications from some high-voltage users. Fifth, the calculation of power supply costs is not standardized and unrealistic. Mainly manifested in the fact that the inflated power supply costs are out of scope, some of the expenses are not in compliance with national regulations, and the engineering projects have not been carried forward to depreciate the depreciation expenses of fixed assets.

In response to the above problems, the State Electricity Regulatory Commission requires that 215 power supply companies inspected in the country should rectify the problem seriously. They must complete the rectification by the end of October 2011. If they cannot complete the rectification on time, they must formulate a rectification plan, and report it in detail. In 2011, Before October 31, the rectification will be reported to the State Electricity Regulatory Commission.

The "Report" put forward clear requirements for rectification: effectively improve the power supply capacity, improve the quality of power supply, improve the power supply service, standardize the behavior of the power supply market, and strictly implement the state-provided power supply cost rules. At the same time, the "Report" put forward five aspects of regulatory recommendations. The first is to strengthen the scientific planning of power and promote the synchronous and coordinated development of the power grid; the second is to formulate a general service policy for the electric power society, establish a special fund for universal service in the electric power society, and focus on solving the problems in the universal service of the electric power society; and third, deepen the reform of the power system and promote the The main power supply companies are separated; Fourth, the reform of the transmission and distribution system is steadily advanced; Fifth, the comprehensive implementation of energy-saving emission reduction policies.
